The R-7314 is a stainless steel bollard cover. It fits over a pipe that is already set in the ground and gives the post a finished look. It takes pipe up to 10-3/4 in in diameter and up to 40 in of exposed height, and the cover itself measures 44 in tall by 12-13/16 in in diameter.
A cover is not a barrier in its own right. Whatever protection the location has comes from the pipe underneath and how that pipe was set.
